Nagase is an N-Type Enforced Human transformed by one of Addes's sub-syndicates, Belphegor. She exhibits awesome fighting strength thanks to her battle disc system combined with her body strengthened through genetic engineering (I still don't think she's a complete robot or cyborg; she was engineered to have fighting strength just like Duke was, and I'm assuming the protector with the system gives her the fighting strength. Why would Addes/Belphegor go through the trouble of giving hobbies, likes, and dislikes to a complete robot? Nagase is still human, just modified, like K', Kula, and Maxima. Maxima just happens to be 80% machinery.).
She's an arrogant and insolent young girl who virtually no sense of loyalty toward Addes (which isn't surprising in her story; she got bored picking off her opponents. In her ending Jivatma branded her as a traitor). The only reason Nagase fights as Jivatma orders is to prove her own power.
